Just like with Greece, the French are looking for countries to sell their weapons, no matter how rich or poor the country.

Question is how will Azerbaijan react to this ?

Nothing. Any help Armenia gets from this point forward will mostly be symbolic. Their entire armed forces are completely outdated and lack any significant system that might worry Azerbaijan. Even their Su-30's lack air-to-air missiles. They barelly have enough to properly dress their soldiers with basic equipment and tools. They cannot do anything that might chance this balance of power. The costs are simply to monumental for such a small sized economy and country.

More importantly, how will Russia react to this? France selling weapons in their back garden! Bit like Turkey buying s400!

By not being threatened by it. It has to do something with 'from Lissabon to Vladivostok' ;)

Maybe think about the bigger picture?
It is France which is the closest European country to Russia.
Many think its Germany but its not.
