Remember what I said about the "inducted" current in the loop (from another loop close to it).
That's exactly whats happened long term between the large missile program (IGMP) and ISRO.
So a lot of funding is found tabulated in the other loop and ISRO didnt have to re-invent the wheel from scratch.
This is what saved costs long term in official ISRO (essentially its a bit like what part of iceberg sticks above surface).
Its why as early as possible is so important (so you dont have all the starting friction costs today and you have long term leverage from what parallel loops have funded already).....you see it with Turkiye where its successful in various aerospace sectors as well.
